Notes Register shows name, sex, estimated age, country, price of redemption, and remarks. The first known case occurred under Campbell, when S. B. Williams, the Consulate interpreter, obtained certificates of freedom at the Consulate in April 1859 for two male slaves without receiving any redemption money from them. The arrangement was that the manumitted slaves would remain with and work for him as apprentices over a specified number of years to offset the cost of their redemption.
